Police register case

ITANAGAR, Jul 2: Naharlagun Police have registered a case of manhandling, attempted kidnapping and snatching money against Tadar Tabang and four others.

According to the FIR lodged with police, two women, namely Tami Yagam and Tami Yaro were allegedly manhandled and beaten up by a group led by one Tadar Tabang while attending a civil case of land dispute at ADM-cum-Estate office, Capital Complex, Naharlagun yesterday.

The group also snatched money and attempted to forcibly kidnap them, it said and demanded immediate arrest of the culprits under appropriate section of law.

The incident took place at Itanagar Capital Complex DC’s office building premises in front of the judicial branch just after they attended the case.

A case has been registered at Naharlagun PS (Case No 84/11) under section 341/325/354/384/511/34 IPC and investigation was on.

 

Appeal to Govt

ITANAGAR, Jul 2: Anchal Chairperson, 12 Tali Anchal Samiti, Kurung Kumey district highlighting the grievances of public in a release said that there is no proper road connectivity, electricity, medical facility and schools in Tali area.

It appealed to the state government to look into the matter immediately and establish a circle officer office at Rongyang.

ITANAGAR, Jul 2: Techi Raman has been elected unopposed as the president of  Arunachal Pradesh Colleges’ Forum for the session 2011-2014 during its  3rd general conference cum election of the Forum held at JNC College, Pasighat recently.

Investigation sought

ITANAGAR, Jul 2: All Longsom Students’ Union (ALSU) has demanded the police department to investigate the suspected suicide case of one Sanjib Chakraborty at Kanubari market area.

Sanjib, a Cl-ass X student and permanent resident of Sibsagar district was found hanged in the market area on June 24 last, ALSU in a release said and appealed to the higher police authority to conduct an inquiry into the case.

 

AAPYO’s resentment

ITANAGAR, Jul 2: All Arunachal Pradesh Youth Organization (AAPYO) has vehemently condemned few persons with vested interest for their nefarious attempt to create division within Nyishi community.

While expressing its strong resentment over the activities of few individual in the name of All Nyishi Youth Association (ANYA), AAPYO said that it would not recognize any ANYA group and its office bearers other than those who were duly elected by its members. AAPYO was referring to the constitution of a new ANYA body led by Achung Yumlam in presence of an existing elected body of the Association.

ITANAGAR, Jul 2: Bodong Yirang, Tagon Talom, Tanon Tatak  have been selected as president, vice president, secretary  respectively of the central Solung festival celebration committee 2011, Itanagar in a meeting held here today.

ITANAGAR, Jul 2: The All Arunachal Pradesh Poverty People Union (AAPPPU) was formed with Godak Ruvi as chairperson, Tate Tamuk as vice president and Sanjo Jaboju as general secretary.

Meanwhile,   the IT faculties of Arunachal Pradesh in a meeting today formed the All Arunachal Pradesh IT Consultants Association (AAPITCA) with Takang Diging as president, Punyo Taje as vice president and Mudang Rolan as general secretary for the welfare its members.

 

Change of nomenclature

ITANAGAR, Jul 2: The nomenclature of Nyishi Youth Council has been changed to Nyishi Youth Organization (NYO).

Meanwhile, NYO, which served the Government 10 days ultimatum on July 22 to resolve the Pradeep Thakur issue, has decided to support ANSU  movement till the justice is delivered.

 

Reduce VAT on petroleum products: AAYA

ITANAGAR: All Arunachal Youth Association (AAYA) appealed to the State Government to reduce the value added tax (VAT) on Diesel, Kerosene and LPG to give relief to the consumers.

It said that steep increase in price of petroleum products, especial diesel, has pushed up the price of all essential items thus making poor people’s life miserable.

It alleged that cooking gas is  being sold at Rs.500 per cylinder by black marketeer in Itanagar whereas the actual price is Rs 418.

It appealed to the Chief Minister to provide subsidy on petroleum products for the poor and BPL families.

 

Marde calls for peace and harmony

ITANAGAR: Home Minister Takar Marde appealed to the common people to maintain peace and harmony in the society.

Highlighting the achievements of Congress led UPA –I and II Govts at Centre in  a rally  organised by  party workers at Dumporijo on the “Congress veiw on present situation” on June 26  last,  Marde further appealed to the  party workers to work hard in order to strengthen the party in grass root level.

APCC general secretary Tachu Hina and AIRGVP state unit president A T Kullo also spoke on the occasion.

The meeting presided over by DCC president Nyato Marde  also condemned both yoga guru and BJP for the present situation in the country on corruption issue.

Fed up with govt inaction, citizens repair Hukanjuri-Joypur road

Deomali, Jul 2: Fed up the with non-responsive attitude of Assam and Arunachal government towards maintenance of Hukanjuri-Joypur road, which connects Deomali town with Khonsa, large number of ordinary citizens turned up to carry out road repairing work today.

Braving heavy rain people from every walks of life including students, government servants, local public from Khonsa and Deomali town carried out social service to repair the road which has lying in bad condition.

Leading the front was All Tirap Students Union and Dibrugarh Students Union. Hukanjuri-Joypur section is another road which has become victim of Assam-Arunachal politics. Both the government never takes any initiative to carry out the repairing work and blame each other for the mess. Though this road lies in Assam territory, it is mostly used by Arunachalee citizen and therefore Assam government believes that it is responsibility of Arunachal Govt to carry out repairing work. The Govt of Arunachal is not willing to start any renovation work as they think this will be waste of state exchequer as said stretch of road lies under Assam territory. In between caught is the ordinary citizens who bear the brunt of this virtually un-motorable road.

With  the beginning of rainy season, the condition of road has worsened making life difficult for citizens of Khonsa and Deomali. Especially citizens of Khonsa, Borduria and other areas with medical problems who have to travel to Dibrugarh for treatment are facing serious problem because of bad condition of Hukanjuri-Joypur road.  The ordinary citizens who carried out repairing work today, hoped that their noble endeavour will open the eyes of both Arunachal and Assam government towards this problem.

 

Aalo bandh pass off peacefully

RMSA denies allegation

ITANAGAR, Jul 2: The 24 hrs bandh call by Paktu Ao Youth Welfare Association (PAYWA) at Aalo and all Paktu area on July 1 passed off peacefully.

During the bandh call normal life was badly affected, shops, educational institutions, bank, post office and other establishments remain closed.

All types of vehicles were off the road except Magistrate and media person vehicles.

Though there was no any major incident during the 24 hrs bandh, minor incidents like stone pelting were reported and nine activists of PAYWA were arrested for pelting stone on magistrate and police vehicles in July 1 morning.

The Bandh was called by the association in protest against the district and concerned authority for their alleged failure to address the demands of the association like suspension of the civil works at Government Higher Secondary School, Aalo and Nehru Memorial Higher Secondary School, Puakgumin, Aalo due to non fulfillment of Rastriya Madhyamik Shiksha Abhiyan (RMSA) guidelines by District RMSA authority and other issues.

The second phase 36 hrs bandh would be launched from July 8, if their demands are not fulfilled by the authority concerned.

Meanwhile, District Mission, RMSA West Siang District vehemently opposed  the allegations leveled against them by the Paktu Area Peoples Forum.

The District Mission, RMSA clarified that District Mission is completely carrying out the civil works in the district in accordance to the implementation manual issued from the State Rajya Mission, RMSA, Itanagar.

It said that there is no question of non-engagement of technical department while carrying out civil work in the said schools as Chairman/ Deputy Commissioner had ordered the District PWD to constantly monitor/ supervise-the constructions right from the beginning. Regarding empowerment of the Principals/ Headmasters, the mission clarified that construction of works in all the schools got underway only after certificates to this effect were received from them. As instructed in all the schools the Principal/ Headmasters are closely monitoring the construction works. They have also been empowered to issue completion certificate/ progress report at various stages for release of installments, it said.

As far as Civil Work disbursement is concern, the amount sanctioned for a particular school is to be deposited in the joint account of the DDSE and the Principal/ Headmaster. From there it is to be released after maintaining the official process in the District Mission Office, RMSA.

In this regard, the District Mission, RMSA had directed all the head of institution to open a joint account in the SBI.

In spite of the repeated order, only four of the schools out of twenty-four schools opened their accounts until March last.

In absence of School Joint account, the payments like the School Grant, Minor repair grant and civil works to the Principals / Headmasters and to the contractors had to be done directly from the joint account of Chairman/ Deputy Commissioner and DDSE/ Member Secretary, RMSA temporarily after obtaining administrative approval so as to submit the utilization certificate timely at the State Rajya Mission, Itanagar.

 

Society demands enquiry in illegal appointments

ITANAGAR, Jul 2: While lauding the Sango Lamte Foundation  for its crusade against  corruption in the state,  East Kameng Civil Society (EKCS) has urged the foundation and RTI activists to fight against corruption without resorting to choose and pick policy.

The Soceity resented that  only two departments are being targetted where 2000 illegal appointments are reportedly made in almost all the departments prior to 2009 assembly election.  The Soceity also demanded  the state Govt for formation of  committee to combat corruption, illegal appointments and enquire into the misappropriation of fund and disproportionate assets.

Meanwhile, the East Kameng Civil Society demanded enquiry into  appointment of tourist information officers (group-C non ministerial) on officiating basis under tourism department during 2009. It said that five posts of TIO were created on August 18, 2009 and appointments are also made within five days after the creation of posts with violation of recruitment rules -1991.

 

NES concerned at Govt  silence on ANSU movement

ITANAGAR, Jul 2: The Nyishi Elite Society (NES) expressed grave concern over the conspicuous silence maintained by the state Government over the ongoing ANSU movement on derogatory remarks against the Nyishi Community appeared in the Times of India news portal  on May 4  last.

ANSU has so far observed 12 hours and 36 hours   capital bandh on May 26 and from June 27  respectively in favour of demands for arrest of the reporter Pradeep Thakur.

NES said that it has already made its position clear that the Nyishis are patriotic and upholder of the democratic principles and extending cooperation to Government in all fronts.

If such is the response of the Government demeaning the sentiment of a good chunk of population, the voice of smaller groups or organizations is destined to be neglected and thus an anti people set-up of the Government, NES said in a release.  It further said that  a handful of disgruntled people have  been desperately tried to be utilized to counter the present sentimental movement of the Nyishis.

Stating that   the Government could have nipped  the issue in the bud without resorting to unwarranted egoism in the past,  the  NES said  the Government shall be squarely responsible for the future massive democratic movements on the issue.

Meanwhile, the Nyishi Elite Society appealed the entire Nyishis in particular and the civil society in general to come out openly in support of the Nyishis and participate in the future series of movements being spearheaded by All Nyishi Students’ Union (ANSU)  which, it said,  carries the mandate of the Nyishi community and  not to be carried away by handful of vested interest and self-styled social leaders of the community.

 

ATMA  governing body reviews activities

AALO, Jul 2 : The Governing Body Board of ATMA reviewed all activities pertaining to farmers welfare  here  on June 30.

Presiding over the function the DC Amjad Tak  disclosed that  the cold storage centre at Aalo and Likabali will be taken up at appropriate level.

Stressing on larger participation of faculty members from ICAR Basar, Line Departments, farmers  in such important meeting for exchange of ideas, the DC  suggested organization of  farmers training programme in various parts of the  district and  the training programme for Kishan Gosty  together in order to minimize the training costs.  

The Project Director ATMA , K. Riram outlined the various activities undertaken by the Agency to impart training and management among farmers in various parts of the district. Talking to farmers, he said that ATMA is purely a training and management agency to impart technical know-how in the field of agriculture, horticulture, piscicutture etc and nothing to do with financial assistances to individual farmers.  The crop calendar depicting name, seed rate, time of sowing, spacing, transplanting and harvesting for different areas have been worked out and training schedules are fixed as per the calendar, he said.

The Nodal Officer, ATMA  J  Jini dwelt at length on Vermin compost making, rodent management, control of Gundy bug in rice, refresher course to field staffs, seed treatment and other physical and financial achievement through Power Point Presentation. Nyage Loya, ADO also spoke on the occasion.

 

Students allege negligence by doctor after a death of student

TANAGAR, Jul 2: The All Tai Khampti Singpho Students Union (ATKSSU) and All Namsai Area Youth Association (ANAYA) lodged a complaint of utter negligence of duty against Dr. A. C. Gohain, Medical-in-charge, CHC Namsai, and the Ambulance driver with the Health Minister.

According to the complaint lodged with the health minister, Nang Priya Mancheykhun, aged about 22 years and resident of Namsai, Milan Nagar, who met with an accident at Namsai yesterday while she was riding in a Scooty as a pillion rider, succumbed to her injuries at Namsai CHC for want of immediate necessary treatment. It said that the patient who suffered grievous injuries was immediately brought to the hospital along with other injured persons. But she could not received immediate treatment due to non availability of doctor at the CHC. They alleged that Dr.Gohain arrived at the hospital almost one and half hour late that too after several phone calls were made requesting him to attend the dying patients. By the time the doctor started treatment of the injured, the patient succumbed to her injuries, they said. “The injured girl could have been saved had there been doctor in the hospital at the time of her arrival.”

Holding the doctor responsible for the death due to his negligence in performing his duty, both the associations demanded stringent action against the erring medical officer beside his transfer before July five failing which they will launch indefinite bandh. They also alleged misuse of the hospital ambulance and fund meant for the hospital by the said doctor.

It also alleged dereliction of duty by the ambulance driver of the CHC Biswas and urged the authority to direct him to perform duty sincerely.

 

Interactive session on business linkages

ITANAGAR, Jul 2: Indian Chamber of Commerce (ICC), North East Initiative, Guwahati and Institute of Peace and Conflict Studies (IPCS), New Delhi are coorganizing an Interactive Session on Enhancing Business Linkages with Southeast Asia  and China at Guwahati on July 4.

The session will be attended, among others, by P. P. Shrivastava, Member, North Eastern Council, Shillong, Ambassador Leela Ponappa, Former Ambassador to Thailand,  P. C. Haldar, former Director of the Intelligence Bureau, Member of the National Security Advisory Council and Central Govt. interlocutor for talks with insurgent groups of NE, R. Ravindran, Chairman of South Asia East Asia Group, Singapore, and Dr. D. Suba Chandran, Director of the Institute of Peace and Conflict Studies along with Task force Members from NE which include Dr Jayanta  Madhav, HN Das besides business leaders of the northeast.  ICC has been actively involved for last many years in bringing closer relations and connectivity with immediate neighbors and South East Asia and China, while  (IPCS) is known as a premier South Asian think tank which conducts independent research and provides an in depth analysis of conventional and non-conventional issues related to national and South Asian security and peace processes in the region.

In a pre event press release, M. K. Saharia, Chairman of ICC North East Council stated that the interactive session is being co-organized by ICC and IPCS as a special focus to find ways and means for a better regional geo-political co-operation with South East Asian Countries and China. The emerging recommendations would be submitted to the Ministry of DoNER, Ministry of External Affairs and State Governments of the North East.

 

No space for miscreants at Pasighat: Siram

PASIGHAT, Jul 2:  “there is no space for miscreants at Pasighat,” said Education Minister Bosiram Siram while reviewing the present law and order situation at Pasighat market in a meeting held here on  June 30 last.

Presiding over the meeting convened by district administration, Siram further called upon the local administration and police personnel to make all out efforts to prevent anti-social activities at Pasighat. He further assured to strengthen law and order machineries to deal with the extortionists.

The minister disclosed that he had several round of meetings with the chief minister, home minister and DGP where he pleaded for deployment of additional forces in East Siang to raise the strength of present  police force.

Responding to the demand of Pasighat Market Association for 24x7 police patrolling in and around the township,  both the DC Onit Panyang and SP Alok Kumar assured all out efforts to tackle law  and order situation. However, they sought cooperation of businessmen  in tackling law order situation.

Both President PMA Onyok Tamuk and Bhimlal Srivastava (Jt. Secy) appealed to the minister, local administration and police authorities to deploy police force immediately for Market Police-Chowki (beat office) and to keep constant vigil in all the sensitive areas. Besides ADC and DSP,  large number of traders  participated in the meeting. (DIPRO)

 

Training on rainwater harvesting ends

BASAR, Jul 2: A 7-day long training cum exposure visit on “rain water harvesting and its efficient use for agriculture” was successfully completed onJune 30 at ICAR, Basar. Altogether 58 trainees from different villages of West Siang were benefited from the programme. The training was sponsored by Scaling up of Water Productivity in Agriculture for Livelihood (SWPAL), Ministry of Agriculture, Govt. of India.

Speaking on the occasion, Dr. R. Bhagawati, Joint Director, ICAR highlighted the importance of this training programme and apprised the rural farmers how the rain water harvesting is important for sustainable livelihood and stressed that how soil and water conservation measures can improve not only to improve the soil fertility but also crop productivity. Further, he  elaborated the importance of vegetable, mushroom, post harvest technology and livestock’s farming to increase the farm income, nutritional security and livelihood.

The course coordinator Dr. V.K. Choudhary, Scientist, Agronomy delivered introductory lectures on “rain water harvesting and its efficient use for agriculture”. He has also stressed the importance of various low cost water harvesting structures which are feasible at hilly terrains and the harvested water can be efficiently utilized for different farm, household etc. activity in the region for long term use and sustainable growth of the region. Hefurther addressed the issues of climate change in the region and its impact on our society and how best we can cope up with various mitigation techniques.

Resource person A. Kiran Kumar Singh, SMS, Agronomy gave brief description on the types of soil and water conservation measures (various measures) to increase the farm productivity while Dr. S.P. Singh, SMS, plant protection, spoke on the disease management measures for agricultural and horticultural crops.

B. Saloi, Programme Assistant, has briefed about processing and value addition for different fruits to get better market price during glut and also given hand on training of the same. Sikimoni, Farm Management, delivered presentation on “Nursery management and irrigation water management techniques for various horticultural crops and fruit trees”.

G. Bhagawati, Technical Officer, Agromet, explained the weather forecasting and role of Agromet advisory services. Dr. Doni Jini, Scientist, Veterinary Extension has briefed about better management of water and scheduling of water for pig during different season. Dr. M. S. Baruah, SMS, Animal Science delivered lecture on scientific poultry farming. Mr. Devendra Singh, Farm Manager and Bhoben Pait, Technical Staff explained about the various on going activities at research farm.

Exposure visits were also arranged to the research farm Gori and KVK instructional farm to witness the new technologies on their own. Hands on practical were also conducted to get expertise on the technologies taught.

At the end of the day, feed back were collected from participants, they were very much satisfied and appreciated the ICAR-AP Centre, Basar for working hard for the Arunachali farmers. Farmers promised the organizer that they will try their level best to implement the appropriate technologies which were taught in their farms to have sustainability.
